Anna BethuneI think it would be useful is the government created an API that allowed developers to build applications on top of public Open Data. For example, residents should be able to tag potholes in their areas and demand that local representatives fix the roads. An app that allows users to see potholes being fixed or not fixed might help us hold our representatives accountable.

Michael GreenbergI think it would be useful if there was a way that you could suggest data to be released by the City of Chicago. A system similar to a FOIA request would work as a nice model. For example you could make a request such as: "it would be useful if the city tracked and released data on CTA energy usage by station."

Matt EasterdayPart of the reason for slowed innovation is that our governing system is designed to be slow and is easily gridlocked, making it hard to innovate. Rather than change the whole constitution in one go, we could create small (city size) "experimental government zones" where we can try out new, more responsive "constitutions" such as parliamentary systems or different redistricting rules that promote democracy.

Gulu SaiyedThe government doesn't seem to have the capacity to interpret data for the public (and many in the public have difficultly with data, whether the government provided easy access to it or not). If state instead partnered with universities/researchers to couple their data sets with research/interpretation and make that publicly available alongside the raw data, the public would have more to work with. For example, I can pull up a data set about every school in Illinois, and that set includes "parent involvement rates." But without some context and interpretation, it doesn't make a difference if I know that my local high school has an 80% involvement rate. An online tool where I can get that number, as well as an expert perspective on what it means would be more useful than just making the number easier to find.
Additionally, partnering with outside experts may lend more credibility to government data, which people often don't trust.

Natalia SmirnovNeighborhoods could hold participatory data meetings (like participatory budgeting) where they generate ideas for what kind of data they want to collect about their community. For example, for some neighborhoods, libraries serve as daycare centers and computer labs, services that are more important than book lending statistics. Civic innovators could partner with the neighborhoods to build processes and apps to help collect the data thru participatory tech.

Wayne FayAdopt a strategy for Telephone and Coax service similar to how Electricity is supplied. That is, there is a single company responsible for the wires in the ground but they do not (necessarily) provide the service - they merely supply the connection. Then you can choose from various suppliers for the actual services over those wires. With this, we will have a true marketplace for Broadband, Voice and Cable services instead of the near-monopoly we have today in these markets.
